Stephanie Brown, Esq.

Stephanie Brown currently serves as General Counsel for New Dawn Education Protection Specialists, PLLC (“New Dawn”). Ms. Brown earned a Juris Doctor from the University of Iowa and a Bachelor of Arts from the University of California, Santa Barbara.

Prior to joining New Dawn, and after graduating from law school, Ms. Brown worked in legal compliance for the Centers for Medicare & Medicaid Services (“CMS”), focusing on preventing fraud, waste, and abuse. She designed audits for health insurance companies, imposed penalties, and supervised companies under sanctions to help develop internal safeguards ensuring participant safety and compliance with CMS rules and regulations. Ms. Brown also analyzed hospital arrangements with physicians for self-referral issues and developed penalties and liens accordingly.

Ms. Brown later became an Investigator for the Office of Inspector General for Chicago Public Schools (“OIG”), where she handled sexual misconduct allegations involving adults and students. She conducted hundreds of interviews with child victims, witnesses, subjects, and other relevant parties, in addition to gathering evidence and preparing investigative reports. She notably led one of the largest and most complex cases in OIG history, which was featured in the NBC5 special Lessons in Betrayal.

Since leaving the OIG, Ms. Brown has consulted for plaintiffs’ firms specializing in child sexual abuse and civil suits against perpetrators and involved institutions.

Ms. Brown currently works in higher education, where she investigates and resolves complaints alleging discrimination, sexual harassment, retaliation, and sexual misconduct under Title IX.

In addition, Ms. Brown has participated in several notable projects. She has served as an Associate Board Member of Resilience, Chicago’s leading rape crisis organization; worked as a narrative therapy instructor for survivors of intimate partner violence; and completed a sabbatical at the Illinois Torture Inquiry & Relief Commission, where she investigated, evaluated, and recommended relief for inmates alleging coerced confessions in securing their convictions.

Ms. Brown’s expertise ensures that New Dawn’s programs operate with integrity and ingenuity, delivering high-impact results with student safety at the forefront.

General Counsel

Tom Hampson, LPI

 Chief Investigator

Tom Hampson is a seasoned investigator with more than four decades of experience protecting children and supporting law enforcement and educational institutions. As New Dawn’s Chief Investigator, he oversees investigations into allegations involving the adult-to-child incidents in schools.

Tom began his career as an intelligence analyst during the Vietnam war. He went on to become Chief Investigator for the Illinois Legislative Investigating Commission, where he led inquiries into complex civil and criminal matters, including the commercial sexual exploitation of children. He later directed high-profile investigations for the Illinois Department of Children and Family Services, focusing on predator priests, and continues to conduct complex civil and criminal investigations as a licensed private investigator.

With expertise spanning K–12 schools, child protection, and investigative strategy, Tom combines hands-on experience, undercover operations, and a deep understanding of systemic risk to help organizations safeguard children, strengthen policies, and implement effective prevention and intervention measures.

Tania Haigh

 Managing Director

Tania Haigh brings more than 20 years of leadership experience across corporate operations, entrepreneurship, and social impact initiatives, with a career dedicated to improving the lives of children and families. At New Dawn, she focuses on addressing the structural challenges facing K–12 institutions today, helping schools implement disciplined, practical frameworks that reduce risk and create safer learning environments.

She spent fifteen years in corporate America, which includes a decade with McDonald’s USA, where she developed deep expertise in large-scale operations, brand strategy, and stakeholder management before moving into investor partnerships and international market expansion.

Tania is the founder of Magnolia Insights, TEDxOakPark, Parents Against Child Sex Abuse (PAXA), and the KIDS TOO Movement, organizations focused on advancing measurable outcomes for women and children and strengthening institutional accountability. Her work has been featured in range of media outlets such as NBC 5, WGN TV & Radio, Advertising Age, Chicago Tribune, Chicago Sun-Times, and The Wall Street Journal, and she writes the Substack newsletter Movement Leadership, where she examines leadership, systems change, and education challenges.

A graduate of Texas Christian University with a BBA in International Business, Tania brings a global and operational lens to education protection.
